Judged on such factors as the labor market, extracurricular amenities and median home values, Bellevue is considered "very well educated” and “vibrant” by the report. The city fell just short of Newton, Massachusetts, a close-in Boston suburb that was rated No. 1 with less crime and higher income and home values.</p>
