By an overwhelming majority, the U.S. House of Representatives approved legislation on Wednesday that would stop the federal government’s bulk collection of phone records. Now, the measure goes on to the Senate, presenting a hot potato for Majority Leader Mitch McConnell, a big fan of the federal phone dragnet.
