            <p>The state Legislature managed to finish the 2015-17 budget last night in time for Gov. Jay Inslee to sign it and prevent a partial government shutdown. The House failed to finish work on a transportation projects package but it has a session scheduled for 1 p.m. today. Crosscut's John Stang followed the wrangling, which lasted until almost 3:30 a.m., and will be filing reports this morning.</p>
