Even as voters elsewhere hesitate about taxes, the election showed Seattle voters willing to tax themselves for a big transportation package.

And yet, state voters appear to have handily passed a new Tim Eyman measure to require a two-thirds majority for legislative approval of tax hikes. What message were voters sending?
