Tracks full of oil?

A new report from the Sightline Institute, an environmentally oriented nonprofit, says the Pacific Northwest could see 100 trains carrying oil to refineries and ports in Washington and Oregon.  Some of the proposals for receiving oil by train, including a major one at Longview on the Columbia River, are still on the drawing boards or under review. In a statement, Eric de Place, policy director of Sightline Institute, said that this is the third year of compiling reports on the shipments of oil by rail, and the numbers are the largest yet.
