King County Elections today certified the election of Lisa Herbold as a Seattle City Council member, underlining just how rarely recounts change outcomes. Before the recount, Herbold led Shannon Braddock by 39 votes, and the margin stayed right there throughout the recount. Technically, Herbold is a councilmember-elect until Jan. 1.

Herbold had trailed on Election Night but steadily picked up ground as more votes were counted. Such changes during the original count have become fairly common in City of Seattle elections. But changes during a recount are a different story entirely. In a statement, Sherril Huff said that there have been very few changes in the winner among 49 recounts conducted since 2001. She added, “We’ve had no changes as a result of a recount since we started administering vote by mail in 2009.”
